HTTPS Enabled User Portal Not Responding

Greetings,

When I enable "Require HTTPS for browser connections to User Portal" SW times out. It is listening because my netstat -n -a port 443 disappears when I stop the SW service, and reappears as soon as it is started. When it is disabled, it works fine.

Ideas?
